Community Hub Setup & Response Training

A practical course teaching communities how to establish and manage a community-led emergency hub during disasters. Covers NZQA Unit Standards 7336 & 7330, including coordinating resources, managing welfare services, and organising volunteers. Ideal for community response groups, community emergency hubs, welfare hubs, councils, marae and iwi organisations and volunteers involved in civil defence emergency management.
Course Overview
This hands-on training equips participants with the skills needed to establish and manage a Community-Led Emergency Hub during the critical first 72 hours of a disaster. Participants will learn how to coordinate emergency resources, provide essential services, and support affected individuals in a community-led response. This course aligns with NZQA Unit Standard 7336 – Demonstrate knowledge of welfare centre functions during an emergency and includes key aspects of NZQA Unit Standard 7330 – Supervise a Welfare Centre.
Emergency hubs may include:
  • Welfare centres managed by Civil Defence, councils or community groups.
  • Community-led and activated hubs such as local venues, schools, or sports facilities.
  • Maraes and other community areas providing shelter and essential services.
  • Other venues activated as emergency coordination points.
